New Forever Personalized Stamp Envelope Introduced WASHINGTON - A noted author, a philanthropist and a racehorse champion are among the subjects featured on the Postal Service's 2009 price-change stamps. In addition, a new Forever personalized stamped envelope is being introduced. "The stamps we are issuing cover a variety of subjects and will have wide appeal across many audiences," said David Failor, manager, Stamp Services.
